In October 2006, the First Women’s Division of Masanjia Forced Labor Camp was renamed the Women’s Forced Labor Division, and the Second Women’s Division was dissolved. All Falun Gong practitioners detained in the Second Division were transferred to the newly formed Women’s Forced Labor Division, later moved to the location of the previous Second Women’s Division, inside the Ideology Education School of Liaoning Province. Detained alongside other inmates, the practitioners were forced to undergo brainwashing and harsh slave labor each day.

Masanjia Women’s Forced Labor Division:

  • Division Director: Policeman Yang Jian, late 40’s; previously the director of the First Women’s Division.
  • Associate Director: Policeman Zhang Wenli, previously an official of the Second Women’s Division.
  • Political Directors: Policewomen Zeng Xiuhua and Wang Tiecheng.
  • Division Administration Office director: Policewoman Zhou Qin, 40’s, reported to have been involved in the persecution of many Falun Gong adherents.
  • Manufacturing Office director: Gu Quanyi, reported to have been involved in the persecution of many Falun Gong adherents.

The Women’s Forced Labor Division is comprised of three teams. The following police officers belonging to those teams are alleged to have been involved in persecuting Falun Gong practitioners:

First Team

  • Team Director: Sheng Yeng
  • Team Political Director: Zhang Jun, female, 40’s

Second Team

  • Team Director: Sun Bin, overseeing forced labor
  • Team Political Director: Ren Huaiping

Third Team

  • Team Director: Zhang Zhuohui, formerly of the Second Women’s Division
  • Team Political Director: Wang Xiaofeng, formerly of the Second Women’s Division

Masanjia Forced Labor Camp, Liaoning Province

  • Director: Zhang Mingqiang, 40’s
  • Political Director: Gong Lian, 50’s
  • Political Affairs Director: Li Mingyu, formerly of the previous Second Women’s Division
  •  Director of the Women’s Forced Labor Division: Yang Jian, formerly the director of the First Women’s Division
  • Management Team Director: Zhou Qin
  • Political Director, First Team: Police officer Gu Quanyi, formerly an associate director of the First Women’s Division
  • Former Director, Xinshou Team: Zhang Jian (husband of Zhou Qin) reported to have persecuted many male Falun Gong practitioners. He became director of the Sixth Team of the division, holding male prisoners.
  • Former Director, Second Women’s Division: Policewoman Su Jing
    Su is believed to have retired in the summer of 2007 after her transfer to Masanjia forced labor camp’s Administration Office in October 2006. Su Jing was described by former prisoner Zhao Shuhuan as “the head of the #2 Precinct in Masanjia, which is responsible exclusively for female Falun Gong practitioners. Su Jing’s nickname was ‘Devil of the Jail.’ As a reward for her ruthless and extreme cruelty to Falun Gong practitioners, she was awarded a cash bonus of 50,000 RMB.”
  • Former Associate Director, Second Women’s Division: Policeman Wang Neiming

The Police Officers of Masanjia Forced Labor Camp

The following are other police officers who are alleged to have been involved in persecuting Falun Gong practitioners:

  • Policewoman Zhao Guolong, 30’s, reportedly very active and enthusiastic in persecuting Falun Gong practitioners
  • Policewoman Zhang Yan, 50’s, formerly of the First Women’s Division, reported to have been actively involved in persecuting Falun Gong practitioners. [Note: There are three policewomen named Zhang Yan in Masanjia Forced Labor Camp. Zhang Yan of the Second Women’s Division, about 53, is taller than the one in the First Women’s Division. There are also a policeman and a policewoman named Zhang Jun.]
  • Policeman Zhang Chaoying (Police ID: 2118001), 50’s, former Director and General Secretary of the Communist Party Committee of Masanjia Forced Labor Camp.
    Zhang was the “Commander-in-Chief” of Masanjia Forced Labor Camp and conducted all the persecution activities that took place in Masanjia. He told foreign reporters: “Masanjia Forced Labor Camp has never detained any male Falun Gong practitioners.” However, the Xinshoujiechu Division detained the first male Falun Gong practitioner on November 19, 1999, and thirty-four male practitioners had been detained before August 2000.The persecution of female Falun Gong practitioners reportedly reached its zenith from 2000 to 2003, during which time Zhang worked behind the scenes to orchestrate a wide array of persecutory techniques targeting Falun Gong adherents. In an effort to conceal the facts about numerous cases of practitioners’ brainwashing, torture, deaths, and mental collapse, in an interview with a TV station in Liaoning province, Zhang reportedly claimed the camp was treating the practitioners in the manner of “spring breeze and mild rain.”

    Because of his enormous influence and “success” in the clampdown, Zhang Chaoying was honored by seven Chinese Communist Party (CCP) departments, including the CCP Central Committee Organization Department, the CCP Propaganda Department, and the CCP Political and Judiciary Department in 2001. Masanjia Forced Labor Camp was awarded the “National Advanced Organization of ‘Transforming’ Falun Gong Practitioners.” On March 14, 2001, Zhang participated in the “Conference Summarizing and Commending the Experience of ‘Transforming’ Falun Gong Practitioners in the Judiciary and Administrative System of Liaoning Province,” and was praised. Zhang was promoted to the post of Director, Forced Labor Bureau of Liaoning Province.

  • Policeman Gong Lian (Police ID 2118002), 50’s, Political Director and Associate General Secretary of the Communist Party Committee of Masanjia Forced Labor Camp. On March 14, 2001, he was commended in the “Conference Summarizing and Commending the Experience of ‘Transforming’ Falun Gong Practitioners in the Judiciary and Administrative System of Liaoning Province.”
  • Policeman and Political Director, Gong Lian
  • Policeman Sun Fengwu (police ID 2118003), 63, former Associate Director of Masanjia Forced Labor Camp.
    Before he retired, he was in reported to be an authoritative figure in persecuting Falun Gong practitioners. According to a report by China News on February 10, 2002, Wang Weizhong, the Deputy General Secretary of the Communist Party Committee of Liaoning Province, and the head of the Social Peace Maintenance Committee of Liaoning Province, went to Masanjia Forced Labor Camp to “console” police officers who were working on the front lines of the political and legal battle field (officers Su Jing, Sun Fengwu, etc). Liaoning Daily reported that Wang Weizhong “wholly affirmed the achievement of Masanjia Forced Labor Camp” [brutally torturing Falun Gong practitioners to force them to betray their beliefs and give up their cultivation practice].
